Proposition A: New Municipal Building

Bond Package:  $13.2 million

Proposition A provides funding to rebuild an improved municipal complex that will house the police department, administrative offices, and council chambers. 

The property purchased for the new complex is located at 4010 Bee Cave Road and sits on about three acres of flat land across from Eanes Elementary School.

The City's architect, BSW Architects, and construction manager, SpawGlass, have been diligently working to develop the final design and pricing for the new municipal complex approved by voters in the 2021 bond election.

On Wednesday, September 13, the City Council unanimously approved the 100% Design Development plan, including pricing and estimates, for the new municipal complex. This allows BSW Architects and SpawGlass to move forward with developing construction plans. 

The total project cost is estimated around $20.4M, approximately $200,000 over budget. The project team and the City will continue to evaluate costs as they work together through other project details and develop construction plans.

The City will review construction plans as they are developed with 100% construction plans expected late 2023 and construction beginning early 2024.

Anticipated Hours of Construction:

  • Weekdays from 7 a.m. - 6 p.m. , with occasional weekend hours if needed
  • Any work outside of these hours will be communicated in advance

Schedule and Next Steps:

As of February 2023, West Lake Hills City Council has selected Brinkley Sargent Wiginton Architects and SpawGlass for the design and construction of the complex. The firms proved to have extensive experience with reliable and timely project completion. 

  • Early 2024:  Construction begins
  • Summer 2025:  Substantial completion

Coming to Market Soon

The current City Municipal Complex at 911 Westlake Drive will be coming to market via Request for Proposal (RFP) in the near future. The location boasts an 8,864 gross building area situated on a 1.9180 acre lot. The property will be available in early 2025. For more information, view the RFP flier. Background Information:

The existing West Lake Hills complex located at 911 Westlake Drive is comprised of two buildings that were originally built in 1983 with a two-story addition constructed in 2009. Both structures were developed to comply with the residential code at the time, and no longer comply with current building codes. Both structures show signs of significant wood rot, deterioration, and decay and are prone to occasional flooding. 

In 2021, the City Council voted to call for a $25 million bond that would provide funding to rebuild the current location or acquire a new location for an improved Municipal Building. Both bond proposals passed with over 60% of voter approval and support by the city's Bond Advisory Committee (BAC) which was appointed in the summer of 2019.

City leaders commissioned various studies to determine the most practical plan for renovating the existing City Hall. After evaluating the studies, the City Council voted unanimously in March of 2022 to authorize the purchase of the Faith Bible Church on Bee Cave Road for the development of a new two-story municipal complex with approximately 17,000 total sq ft. of space.
